From Mexipreneur:

Mexico’s Federal Communication Commission has imposed a $91.5 peso fine on Telmex ($7.8 million USD) for refusing to allow Telefonica to connect to its network.

It was ruled that Telmex’s behavior was specifically intended to “impede a competitor’s success”.  This is not the first time that Telmex has been fined for anti-competitive practices.  Telmex has 30 days to appeal.
